Names the Mississippi Department of Public Safety Headquarters in Pearl, Rankin County as the "David R. Huggins Headquarters of the Mississippi Department of Public Safety"

Names the Mississippi State Crime Laboratory in Pearl, Rankin County as the "Tom Weathersby State Crime Laboratory"

Requires the Department of Finance and Administration to prepare distinctive plaques honoring each individual's background, accomplishments, and service to the state

Directs the Department of Finance and Administration and Department of Public Safety to erect proper lettering or signage on the outdoor facade of both buildings

Effective date of July 1, 2023, with funding to be appropriated by the Legislature as necessary
