Increases the maximum total mileage for Mississippi's State Aid System of roads from 25,857.04 miles to 26,257.04 miles, an addition of 400 miles

State aid road mileage is allocated to counties using a three-part formula: one-third divided equally among all counties, one-third based on proportion of rural road miles, and one-third based on rural population from the latest federal census

Boards of supervisors in each county designate state aid roads with approval from the State Aid Engineer, and the system can be modified by mutual agreement

Counties are guaranteed to receive at least the same mileage allocation they had in fiscal year 1994, even if the formula would otherwise reduce their share
