Amends Section 77-2-9 of Mississippi Code to allow certain Public Utilities Staff positions to be filled by consulting contract in addition to competitive appointment by the executive director.

Positions eligible for consulting contracts include: chief engineer, certified public accountant, director of economics and planning, supportive technical personnel, and general counsel.

All qualifying positions must meet established knowledge, skills, and abilities requirements that cannot be waived and must be certified by the State Personnel Board.

Effective date is July 1, 2023.
