Authorizes issuance of up to $1,200,000 in state general obligation bonds to assist Marshall County, Mississippi, with improvements to Barringer Road to improve traffic flow to and from the Chickasaw Trail Industrial Park

Creates the "2023 Barringer Road Improvements Fund" as a special fund within the State Treasury to hold bond proceeds, with unexpended amounts and interest earnings remaining in the fund rather than lapsing to the General Fund

Bonds may mature up to 25 years from date of issue and are exempt from all state taxation, with the full faith and credit of Mississippi pledged for repayment

No bonds may be issued under this act after July 1, 2027

State Bond Commission is authorized to determine bond terms, sale method, and handle all aspects of issuance, with the Department of Finance and Administration overseeing fund disbursement to Marshall County
