Appropriates $100,000,000 from the Coronavirus State Fiscal Recovery Fund to the Mississippi Department of Information Technology Services for the period July 1, 2023 through June 30, 2024.

Requires the Department of Information Technology Services and Wireless Communication Commission to create a program providing up to $15 per month in financial assistance to eligible households (those approved for federal Emergency Broadband Benefit or Affordable Connectivity Program) to purchase broadband services.

Allows either broadband providers or eligible households to apply for the benefit, with payments made directly to providers to reduce costs.

Requires appointment of an ombudsman to monitor the program and advocate for eligible recipients, particularly in underserved communities.

Establishes compliance requirements ensuring all funds meet federal guidelines under the American Rescue Plan Act and the Single Audit Act, with repayment obligations if federal auditors determine improper use.
