Establishes application fees of $5,000 (split between state and local jurisdiction), requires seed-to-sale tracking systems, mandatory testing for contaminants and potency, and child-resistant packaging with universal marijuana symbols

Allows local jurisdictions to regulate time, place, manner, and number of marijuana businesses or prohibit them entirely through local ordinance, with delivery services requiring separate local approval

Creates the Marijuana Cash Fund for licensing fees and establishes a social equity program providing licensing opportunities for individuals from communities disproportionately impacted by marijuana prohibition or those with prior marijuana-related arrests
