Authorizes the Commissioner of Public Safety to create rules and regulations allowing homeless persons to obtain an alternative state identification card without proof of domicile

Defines "homeless" as lacking a fixed, regular and adequate residence, or living periodically in a public or private shelter or temporary living arrangement

Exempts homeless persons from standard documentary evidence requirements that other applicants must provide for identification cards

Modifies existing ID card issuance procedures to accommodate homeless applicants while maintaining compliance with federal Real ID Act requirements

The bill contains a technical error: it was set to take effect July 1, 2023, but also states it shall be repealed on June 30, 2023
