Expands the definition of "local government" to include community hospitals owned by counties, cities, towns, supervisors districts, or combinations thereof for purposes of debt collection through income tax refund setoffs

Allows the Mississippi Association of Supervisors to act as the member organization for community hospitals owned wholly or partly by counties or supervisor districts

Allows the Mississippi Municipal League to act as the member organization for community hospitals owned wholly or partly by municipalities

Enables these community hospitals to submit debts owed to them to the Department of Revenue for collection by offsetting the amount against debtors' Mississippi income tax refunds

Effective date: July 1, 2023
