Reenacts sections 37-153-1 through 37-153-15 of the Mississippi Comprehensive Workforce Training and Education Consolidation Act of 2004, which establish the state workforce development system.

Extends the repeal date of these statutes from July 1, 2023 to July 1, 2026, allowing the workforce development framework to continue operating.

Maintains the Mississippi State Workforce Investment Board as a 31-member advisory board with majority business representation, overseeing workforce development activities across the state.

Preserves the structure of four local workforce investment areas aligned with planning and development districts, each with affiliated workforce development centers at community colleges.

Continues the career and technical education incentive grant program providing $600 per student for earning qualifying industry certifications.
