Expands the Mississippi Accountability and Transparency Act of 2008 to include counties and municipalities in the definition of "agency," removing the previous exclusion of local governments from state transparency requirements

Requires counties with populations of 80,000 or more to create and maintain accountability and transparency websites by July 1, 2024, providing public access to financial reports, audits, budgets, and expenditure information

Requires municipalities with populations of 10,000 or more to create and maintain accountability and transparency websites by July 1, 2024, with the same financial disclosure requirements as counties

Websites must have unique simplified addresses or easily accessible sections on existing government websites, include searchable features, and report expenditure information in functional categories using existing computer system capabilities

Removes counties and municipalities from the exemption for publishing meeting notices on the Department of Finance and Administration's searchable website
