Amends Mississippi Code sections 63-17-75 and 63-17-109 to create exceptions allowing motor vehicle manufacturers to own and operate dealerships under specific conditions.

Permits manufacturers to temporarily own a dealership for up to one year during transition between licensed dealers, with possible extension for good cause.

Allows manufacturers to own a dealership while partnered with an independent investor who makes significant unencumbered investment and can acquire full ownership within eight years.

Permits manufacturers of plug-in electric vehicles only to own up to one dealership location in Mississippi if continuously licensed since August 1, 2021, and ownership cannot be transferred to another licensee.

Effective July 1, 2023.
