Appropriates $10,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for fiscal year 2024 (July 1, 2023 - June 30, 2024) to fund the Rural Nurses Recruitment and Retention Incentive Grant Program.

Requires the Department of Health to verify that all funded expenses are eligible under Section 602 of the federal Social Security Act (as added by the American Rescue Plan Act of 2021) and that recipients have not received duplicate reimbursement from other sources.

Mandates the Department of Health certify to the Department of Finance and Administration that all expenditures comply with United States Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund usage.

Establishes that if federal inspectors determine funds were spent improperly, the responsible department or recipient must repay the misused funds to the State of Mississippi for return to the federal government.

Takes effect July 1, 2023.
