Authorizes the Department of Finance and Administration to survey, partition, and assign 3,207 acres of state property in Rankin County (acquired in 1894) to existing state agencies and institutions currently operating on the land.

Directs assignment of property parcels to the Mississippi Veterans Affairs Board for establishment of a new Veterans Nursing Home in Rankin County northwest of Mississippi State Hospital.

Directs assignment of a property parcel to the Mississippi State Department of Health for establishment of a Counter-Measure Warehouse in Rankin County southwest of the Office of Surplus Property.

Authorizes the Department of Mental Health to assess each state agency utilizing the property a proportionate share of water and sewer costs paid to the West Rankin Utility District.

Amends Mississippi Code Sections 35-1-19, 35-1-21, 35-1-23, 35-1-25, and 35-1-27 to grant the Mississippi Veterans Affairs Board authority to establish, operate, maintain, employ personnel, receive funds, and set admission standards for the new Rankin County Veterans Nursing Home.
