Authorizes the Department of Finance and Administration to purchase real property known as the former "First Christian Church" located within the Capitol Complex in Jackson, Hinds County, consisting of three parcels at 700 High Street and one parcel at 610 North Street.

Limits purchase price to current fair market value as determined by the average of two appraisals conducted by qualified appraisers certified and licensed by the Mississippi Real Estate Appraiser Licensing and Certification Board.

Authorizes the Department of Finance and Administration to negotiate all closing costs related to the property acquisition and to correct any discrepancies in legal descriptions.

Requires the acquired real property and improvements be used exclusively for state office space and parking purposes.
