Authorizes the State Bond Commission to issue state general obligation bonds not to exceed $202,505.00 to assist the City of Baldwyn, Mississippi with costs of the County Road 6105 water line replacement project.

Creates a special fund designated "2023 City of Baldwyn - County Road 6105 Water Line Replacement Project Fund" within the State Treasury to receive bond proceeds and disburse funds for the water line replacement project.

Bonds may mature up to 25 years from issue date and bear interest at rates not exceeding Section 75-17-101 limits, with full faith and credit of the State of Mississippi pledged for payment.

Prohibits bond issuance after July 1, 2027, and directs any remaining funds after project completion to be applied toward bond debt service.

Bonds and income therefrom are exempt from all Mississippi state taxation, and the act becomes effective July 1, 2023.
