Authorizes the Board of Trustees of State Institutions of Higher Learning to appoint staff and provide facilities, support, equipment, supplies, travel, and other expenses for the Mississippi Commission on College Accreditation

Permits the Board of Trustees to charge the Commission for actual costs incurred in providing staffing and support assistance

Expands the Commission's authority to maintain an approved list of all public and private postsecondary degree-granting institutions in Mississippi, including those conducting field placements within the state

Defines "domiciled" as conducting postsecondary academic activity, including field placements, within Mississippi for accreditation purposes

Allows fees established for interstate reciprocity agreements to cover costs incurred by either the Commission or the Board of Trustees on the Commission's behalf
