Prohibits government entities from seeking, obtaining, or using reverse-location court orders and reverse-keyword court orders that identify unnamed persons based on their location data or search history without a specific suspect.

Prohibits government entities from making reverse-location requests and reverse-keyword requests (voluntary submissions without court orders) and bars them from obtaining such information through federal or other state agencies.

Makes any evidence obtained in violation of these prohibitions inadmissible in criminal, civil, or administrative proceedings, regardless of whether the evidence could have been discovered through other means.

Requires government entities to notify persons whose identifying information was obtained in violation of the act and establishes a private right of action allowing such persons to sue for $1,000 per violation or actual damages (whichever is greater), punitive damages, injunctive relief, and attorney's fees.

Takes effect July 1, 2023.
