All emergency communications districts or county boards of supervisors serving as district commissioners must implement text-to-911 services by January 1, 2025.

Adds definition of "text-to-911" to Mississippi Code Section 19-5-303 as the ability to send a text message to reach 911 emergency call takers from a mobile phone or device.

Amends Section 19-5-311 to require text-to-911 implementation in addition to the existing requirement for counties to select one of three emergency response methods (district dispatch, relay, or transfer).
