Appropriates $12,000,000 from the Coronavirus State Fiscal Recovery Lost Revenue Fund to the State Department of Health for Mississippi Baptist Medical Center in Jackson to establish a burn center or unit for fiscal year 2024.

Requires Mississippi Baptist Medical Center to enter into a written agreement with the State Department of Health and repay any improperly expended funds to the state.

Mandates the State Department of Health determine that expenditures are eligible under Section 602 of the federal Social Security Act (American Rescue Plan Act of 2021) and that recipients have not received reimbursement from other sources before disbursing funds.

Requires all entities receiving funds to certify compliance with U.S. Department of the Treasury guidelines for Coronavirus State Fiscal Recovery Fund use and repay the state if federal audits determine improper expenditures.

Takes effect July 1, 2023.
