Repeals Mississippi's habitual offender sentencing enhancement laws (Sections 99-19-81 and 99-19-83), which imposed increased penalties on repeat offenders

Repeals enhanced penalties for controlled substance violations near schools, churches, and other protected locations (Section 41-29-142)

Repeals enhanced penalties for possessing a firearm while committing a controlled substance offense (Section 41-29-152)

Repeals enhanced penalties for subsequent/repeat violations of controlled substance laws (Section 41-29-147) and the 5-year enhanced penalty provision for certain crimes (Section 99-19-401)

Amends multiple related statutes throughout the Mississippi Code to remove references to habitual offender provisions and conform to the repealed sections, including parole eligibility rules and Department of Corrections record-keeping requirements
