Removes the July 1, 2023 sunset/repealer provisions from the Petroleum Products Inspection Law, making permanent the definitions for gasoline, diesel fuel, kerosene, lubricating oils, and other petroleum products along with their technical specifications

Maintains enforcement authority for the Commissioner of Agriculture and Commerce to inspect fuel pumps and equipment, with the ability to lock or seal equipment found to be inaccurate by more than 25 cubic inches per 5 gallons

Preserves civil penalties of up to $3,000 per violation for petroleum products law violations, plus authority to suspend or revoke registrations for businesses with 2 or more violations per location per year

Expands the Southern Rail Commission's authority to prepare grant applications for passenger rail service, enter into operating agreements with passenger rail providers, and negotiate with railway track owners for infrastructure upgrades

Criminal penalties remain in effect: fines up to $100 for first offense and $100-$200 for subsequent offenses, with possible jail time up to 90 days for violations of petroleum products regulations
