Enacts Mississippi's participation in the National Popular Vote Interstate Compact, an agreement among states to award their electoral votes to the presidential candidate who wins the national popular vote

The compact only takes effect when states possessing a cumulative majority of electoral votes (270+) have joined the agreement

Requires Mississippi's chief election official to calculate a "national popular vote total" by adding votes for each presidential slate from all states and designate the winner accordingly

Member states must communicate their final vote counts to other member states at least 6 days before electors meet, and states may withdraw except within 6 months before the end of a president's term

Brings forward existing Mississippi election code sections governing presidential elector selection for possible future amendment, with an effective date of July 1, 2023
