Extends the repeal date from July 1, 2023, to July 1, 2026, for a program allowing municipalities with populations of 150,000 or more to address disputed or delinquent water and sewer customer accounts

Municipalities may compromise claims in cases of municipal error (equipment failure, billing failure, process failure) or unforeseen circumstances such as extreme weather, declared disasters, or mandatory evacuations

Allows installment payment agreements for customers whose outstanding balances are deemed uncollectible, with remaining balances moved to a special accounting category for uncollectible accounts upon fulfillment of payment plan terms

Requires participating utilities to reimburse the Mississippi Public Utilities Staff up to $200,000 for professional services contracts to ensure program success

Program rules and procedures must be mutually approved by the mayor, Municipal Director of Public Works, and Executive Director of the Mississippi Public Utilities Staff
