Reenacts sections 41-67-1 through 41-67-41 of the Mississippi Individual On-Site Wastewater Disposal System Law, which governs design, installation, operation and maintenance of septic systems and wastewater treatment systems.

Extends the repealer date of the law from July 1, 2023 to July 1, 2028, allowing the regulatory framework to continue operating for an additional five years.

Corrects a grammatical error in Section 41-67-33 by changing "He shall" to "he shall" and clarifying procedures for variance applications by licensed professional engineers.

Establishes a Wastewater Advisory Council composed of 21 members representing state agencies, industry groups, manufacturers, installers, engineers, and environmental organizations to advise the department on wastewater disposal system regulations.

Maintains existing requirements for certification of installers, pumpers, manufacturers, and professional evaluators; soil and site evaluations; and inspection and approval procedures for individual on-site wastewater systems.
