Funding sources include $135 million from the Coronavirus State Fiscal Recovery Fund (federal ARPA funds), $13 million from the Health Care Expendable Fund, and $2 million from the State BP Settlement Fund

Requires the department to verify that all ARPA-funded expenditures comply with federal guidelines under Section 602 of the Social Security Act and U.S. Treasury regulations before disbursing funds

Mandates that recipients have not received and will not receive reimbursement for the same expenses from other sources, including insurance proceeds

Holds departments or recipients liable to repay the State of Mississippi if federal inspectors determine funds were used improperly and the state must return money to the federal government
