Standardizes terminology throughout Mississippi Code by replacing references to "drug intervention courts," "mental health diversion programs," and "veterans treatment courts" with consistent "intervention court" language across Chapters 9-23, 9-25, and 9-27.

Requires intervention courts to provide mental health services as a minimum certification standard and mandates collection of data on participants receiving mental health services and funding amounts for monthly reporting to the Administrative Office of Courts.

Establishes a funding formula allowing the State Intervention Courts Advisory Committee to authorize additional funding to intervention courts based on financial needs and participant numbers, with third-party service providers required to comply with evidence-based or research-based programs and state purchasing laws.

Expands the Office of Tobacco Control's mission to include fentanyl and drug abuse prevention and cessation education alongside existing tobacco control programs, and redefines "smoke" or "smoking" to include vaporizing devices.

Allows intervention court participants with implied consent violations to obtain restricted licenses or ignition interlocks for driving to court, and permits reciprocal participation in other states' intervention courts.
