Reconstitutes the Mississippi Charter School Authorizer Board, requiring all current members to be reappointed before July 1, 2023 to establish staggered terms of office.

Establishes varying initial terms for board members appointed by the Governor (one, two, or three years by district), the Lieutenant Governor (three, one, or two years by district), and the State Superintendent (three years), with subsequent terms at three years for all positions.

Maintains the board's composition of seven members: three appointed by the Governor, three by the Lieutenant Governor, and one by the State Superintendent, each from different Mississippi Supreme Court Districts.

Preserves the board's authority to authorize up to fifteen qualified charter schools per fiscal year and maintains the requirement that charter schools in highly-rated school districts receive local school board endorsement.

Limits board members to serving no more than two consecutive terms and requires all members to meet qualifications in public governance, management, finance, school leadership, and public education law.
