Appropriates $5,101,943.18 from the Coronavirus State Fiscal Recovery Fund to the Town of Meadville, Mississippi for water and sewer infrastructure improvements during fiscal year 2024 (July 1, 2023 - June 30, 2024).

Requires the town to verify that all expenditures comply with Section 602 of the federal Social Security Act and implementing guidelines from the U.S. Department of the Treasury before disbursing funds to any recipient.

Mandates the town ensure funds are disbursed in compliance with the Single Audit Act and Uniform Guidance requirements, including internal controls and sub-recipient monitoring.

Requires the town to certify to the Department of Finance and Administration that each expenditure complies with Treasury Department guidelines for the Coronavirus State Fiscal Recovery Fund.

Makes the town or recipient liable to repay Mississippi the full amount of any funds determined by federal inspectors general to have been improperly expended, for repayment to the federal government.
