Appropriates $405,529.00 from the Coronavirus State Fiscal Recovery Fund to the Hermanville Community Water Association for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Funds designated for installing automatic meter readers (AMRs) and replacing existing meters for 394 member accounts in Claiborne and Copiah Counties to provide safe, affordable drinking water.

Requires the association to certify that all expenditures comply with U.S. Department of Treasury guidelines for Coronavirus State Fiscal Recovery Fund use under the American Rescue Plan Act of 2021.

Requires the association to verify eligibility under Section 602 of the federal Social Security Act and confirm recipients have not received reimbursement from other sources, and to comply with Single Audit Act and Uniform Guidance requirements.

Imposes repayment obligation on the association if federal inspectors determine funds were spent improperly and the state must repay the federal government.
