Clarifies that the $4,000,000 per state fiscal year for care grants under the Mississippi Qualified Health Center Grant Program is a minimum amount, not a fixed allocation.

Changes the maximum care grant limit per qualified health center from $200,000 to 10% of available funds per calendar year.

Requires qualified health centers receiving care grants to submit annual reports detailing the number of additional uninsured and medically indigent patients served and types of services provided.

Establishes an advisory council composition of 7 members including department employees, health center executives, healthcare providers, and an independent primary care provider to review and recommend grant awards.

Takes effect July 1, 2023.
