Appropriates $11,000,000 from the Coronavirus State Fiscal Recovery Fund to the State Department of Health for the MAGnet Community Health Disparity Program for fiscal year 2024 (July 1, 2023 - June 30, 2024).

Funds shall be used to address disproportionate COVID-19 impacts on minority and disadvantaged communities through developing mitigation plans and reducing racial disparities in vaccine distribution and availability.

Authorizes Federally Qualified Health Centers to receive funding through the MAGnet Community Health Disparity Program upon application and approval by MAGnet Community Health Corporation.

Requires the State Department of Health to verify all expenditures comply with federal Social Security Act Section 602 requirements, ensure no duplicate reimbursement occurs, and maintain compliance with Single Audit Act and Uniform Guidance standards.

Establishes that if federal auditors determine funds were improperly used, the responsible department or recipient must repay those amounts to the state for federal reimbursement.
