• Lowers the disability rating threshold for motor vehicle and motorcycle license plates from 75% to 100% permanent service-connected disability or at least 70% nonpermanent service-connected disability as rated by the U.S. Department of Veterans Affairs

• Allows qualifying disabled veterans to purchase up to two motor vehicle license plates or tags and one motorcycle license plate or tag annually for $1.00 total cost per plate, with vehicles exempt from ad valorem and privilege taxes

• Requires veterans with 70% nonpermanent service-connected disability to provide updated benefits letters from the Department of Veterans Affairs upon renewal to confirm their rating has not dropped below 70%

• Amends the provision for veterans with service-connected disabilities below the new thresholds to obtain a distinctive license tag while paying standard road, bridge, ad valorem taxes, and registration fees

• Expands the definition of issuing authority to include the "United States Department of Veterans Affairs" in addition to the Veterans' Administration
