Firearm suppressors manufactured entirely in Mississippi from basic materials and remaining in the state would be exempt from federal laws and regulations, including registration requirements, under a theory that interstate commerce rules do not apply

State and local governments, law enforcement agencies, prosecutors, and other governmental entities would be prohibited from enforcing federal suppressor regulations that exceed Mississippi state law

Governmental entities violating the prohibition on federal enforcement would lose state funding for the following fiscal year, with the Attorney General authorized to file lawsuits to compel compliance

All pending criminal charges as of July 1, 2023 for offenses involving possession of firearm mufflers or silencers would be automatically dismissed, and no new prosecutions could be brought under the repealed state suppressor laws

Repeals Mississippi's existing misdemeanor offense for making, manufacturing, selling, or possessing firearm silencers without federal authorization, and removes silencers from the list of prohibited concealed weapons and items felons cannot possess
