Creates the "Mississippi Architects and Engineers Good Samaritan Act" to provide civil liability immunity for licensed architects and professional engineers who perform uncompensated safety assessment services during declared emergencies at the request of public officials

Defines "Good Samaritan" as a professional engineer or registered architect who provides only safety assessment services (inspection and evaluation of structures for safety and habitability) without compensation beyond expense reimbursement

Immunity applies to safety assessments performed during an emergency or within 90 days after the emergency period ends, provided the professional acted as a reasonably prudent person would under similar circumstances

Allows architects and engineers licensed in other U.S. or Canadian jurisdictions to perform emergency safety assessments in Mississippi without obtaining a Mississippi license, but limits this exemption to only safety assessment services

Does not provide immunity for wanton, willful, or intentional misconduct, and requires Mississippi licensure for any work beyond safety assessments such as design repairs, demolition plans, or construction documents
