Amends Section 83-34-4 to redirect 40% of the nonadmitted insurance policy fee (a 3% fee on surplus lines insurance premiums) to the Rural Fire Truck Fund or Supplementary Rural Fire Truck Fund

Requires the remaining 60% of nonadmitted policy fees to continue going to the Mississippi Windstorm Underwriting Association for property insurance programs

Changes fee collection so surplus lines insurance producers remit payments to the Insurance Commissioner rather than directly to the association, with the commissioner then distributing funds

Maintains existing diversions including $500,000 annually to the Mississippi First Responders Health and Safety Trust Fund and $3.5 million annually to the Annual Fire Fund, with conditions based on association funding levels

Effective date of July 1, 2023
