Amends Section 19-5-9 of Mississippi Code to allow counties to opt out of statewide permitting requirements for construction in unincorporated areas.

Permits issued in counties that have not opted out must display the contractor's material purchase certificate number or Taxpayer Identification Number and contractor's license or certificate of responsibility number on their face.

Counties may choose not to be subject to permitting requirements by adopting a resolution with their board of supervisors within 60 days after the effective date of the act.

The opt-out provision does not affect existing exceptions for farm buildings and structures, master planned communities, or the five counties specified in existing law (Jackson, Harrison, Hancock, Stone, and Pearl River).

Effective date: July 1, 2023.
