Allows disabled veterans to appeal trial court decisions in forma pauperis (without prepaying court fees or costs) when a creditor seeks to collect debts from disability benefits from the Department of Veterans Affairs, Social Security Administration, or other sources.

Requires a disabled veteran defendant to file a motion for leave to proceed in forma pauperis in trial court with an affidavit establishing disabled veteran status; if granted, the veteran may proceed on appeal without further authorization from appellate courts.

Permits disabled veterans who were already allowed to proceed in forma pauperis at the trial court level to continue doing so on appeal without additional authorization, unless the trial court certifies in writing that the veteran is no longer disabled.

If a trial court denies a motion to proceed in forma pauperis, the court clerk must serve notice and the veteran may file a motion with the Mississippi Supreme Court within 30 days with supporting documentation and the trial court's written reasons for denial.

Takes effect July 1, 2023.
