• Removes Confederate Memorial Day (last Monday of April) from Mississippi's list of legal state holidays under Section 3-3-7, Mississippi Code of 1972.

• Redesignates the third Monday in January as both Robert E. Lee's birthday and Dr. Martin Luther King, Jr.'s birthday combined, and renumbers subsequent holidays accordingly.

• Maintains all other existing legal holidays including New Year's Day, Independence Day, Labor Day, Veterans' Day, Thanksgiving, and Christmas Day.

• Allows municipalities and counties to designate alternative holidays such as Mardi Gras Day in place of most state holidays, with exceptions for the MLK/Lee birthday observance and Veterans' Day.

• Effective date: July 1, 2023.
