Creates a new crime of indecent assault defined as intentionally touching an intimate part of another person for purposes of sexual arousal, gratification, or abuse.

Establishes four circumstances that constitute indecent assault: victim is unlawfully restrained, touching is against the victim's will, victim is unconscious or incapacitated, or victim is unlawfully coerced.

Defines "intimate part" as sexual organs (penis, anus, groin, buttocks) and female breasts, with "touches" including direct physical contact with skin or contact through clothing.

Establishes penalties of a fine not exceeding $500 and/or imprisonment in county jail for not more than six months upon conviction.

Takes effect July 1, 2023.
