Designates a 3-mile segment of U.S. Highway 45 in Wayne County as the "Army Sergeant Eric C. Newman Memorial Highway," beginning one-tenth mile north of Highway 84 West exit to one-tenth mile south of Pleasant Grove Chapparal Road intersection.

Designates a 2-mile segment of U.S. Highway 72 in Slayden, Marshall County as the "Eddie Dixon Memorial Highway," extending one mile south to one mile north of H.W. Byers High School.

Designates the intersection of U.S. Highway 80 and Highway 481 in Morton, Scott County as the "Reverend Scott Mangum Life Springs Ministries Memorial Intersection."

Authorizes the Town of Lake to erect signs along Interstate 20 (Exit 96) reading "Home of Randy Houser, Country Music Singer" at the town's expense and in accordance with the Mississippi Department of Transportation's permitting process.

Directs the Mississippi Department of Transportation to erect and maintain appropriate signs for all designations; effective July 1, 2023.
