Mandates that an election must be held on the question of issuing county or municipal bonds, eliminating the previous requirement that an election only occur if 20% of qualified electors (or 1,500, whichever is less) filed a written protest.

Removes the provision allowing bonds to be issued without an election if no protest was filed within the specified timeframe.

Applies the mandatory election requirement to county bonds under Sections 19-9-11 and 19-9-15, and to municipal bonds under Section 21-33-309.

Maintains existing notice requirements: resolutions and election notices must be published once weekly for at least three consecutive weeks in newspapers with general county or municipal circulation, with first publication at least 21 days prior to the election date.

Effective July 1, 2023.
