Expands eligibility for the William F. Winter and Jack Reed, Sr., Teacher Loan Repayment Program to include teachers with nontraditional five-year alternate route licenses, not just standard five-year licenses

Removes the previous cap of 150 new applicants per fiscal year, allowing unlimited participants subject to available funding

Extends loan repayment coverage to include graduate educational loans in addition to undergraduate loans

Awards range from $1,500-$3,500 over three years for teachers in non-shortage areas, and $4,000-$6,000 over three years for teachers in designated critical shortage areas

Removes the July 1, 2024 repeal date, making the program permanent effective July 1, 2023
