Allows drivers to continue using a receipt as a valid driver's license while appealing a suspension for refusing a chemical test under Section 63-11-25.

Tolls (pauses) the forfeiture, suspension, or denial period for a reasonable amount of time while an appeal of a refusal suspension is pending in court.

Clarifies that the Commissioner of Public Safety's review of refusal cases requires finding that the officer had reasonable grounds and probable cause to believe the person was operating a motor vehicle while impaired.
