Creates the Mississippi Office of Space and Technology, replacing the former Mississippi Technology Transfer Office, to be administered and staffed by the Mississippi Development Authority.

The Mississippi Development Authority shall manage the office and recommend use of available space at NASA Stennis Space Center, including leasing and contracting authority to serve the state's technology transfer and commercial space activities.

Establishes duties including serving as a conduit between NASA Stennis Space Center and other federal laboratories with state and local governments, universities, and the private sector for technology transfer and economic development.

Requires the office to facilitate collaboration among government, universities, private sector, and federal laboratories; provide information on available technology and expertise; and assist with federal technology exchange programs.

Takes effect July 1, 2023.
