Creates the Mississippi Gospel Music Commission to develop a comprehensive marketing plan for gospel music and culture as an economic development tool, with a report due before the 2024 Regular Session.

Commission composed of representatives from the Division of Tourism, Department of Archives and History, Mississippi Arts Commission, Educational Television Authority, universities, USDA Rural Development, four gubernatorial appointees, and four legislative members (non-voting).

Requires the Division of Tourism to establish a statewide "Gospel Music Trail" infrastructure offering structured tours of gospel music historical sites and performance venues across Mississippi.

Authorizes designation and erection of Mississippi Gospel Music Trail historical markers by the Division of Tourism, with the Mississippi Department of Transportation responsible for erecting and maintaining approved markers.

Commission may accept grants and private donations; establishes a special fund in the State Treasury for received funds with unexpended amounts carried forward and interest credited back to the fund.
