Authorizes the Inmate Welfare Fund Committee to expend funds to assist parole-eligible inmates diagnosed with mental illness so they may receive outpatient and community-based mental health treatment services.

Increases the daily per-inmate housing payment that the Department of Corrections pays to regional correctional facilities from $31.00 to $32.71 per day, with provision for 3% annual inflation increases.

Maintains existing provisions allowing up to $6.25 per day per offender reimbursement for contract medical services provided at these facilities.

Effective date: July 1, 2023.
