Brings forward eleven Mississippi Code sections related to the State Workforce Investment Board, Office of Workforce Development, workforce development centers, and workforce training funding mechanisms for possible amendment.

Establishes the 31-member Mississippi State Workforce Investment Board with majority business representatives and includes government officials, labor representatives, and legislators; board members serve four-year terms with a three-consecutive-term limit.

Creates the Mississippi Office of Workforce Development housed at the Department of Finance and Administration, with an executive director selected by the board's executive committee who must have a bachelor's degree and at least eight years of workforce or economic development experience.

Authorizes collection of employer contributions for the Mississippi Workforce Enhancement Training Fund, State Workforce Investment Fund, and Mississippi Works Fund at specified rates based on taxable wages, with funds transferred to appropriate agencies for workforce training and development programs.

Requires the State Workforce Investment Board to provide annual lists of qualifying industry certifications to the State Board of Education and authorizes $600 per-student career and technical education incentive grants for public school students earning qualifying certifications.
