Authorizes the Secretary of State to promulgate rules regarding when notaries may charge fees for services, replacing the previous prohibition language with "permitted" language.

Eliminates the Mississippi residency requirement for notary public applicants, allowing non-residents to qualify if they are employed in or have a practice in Mississippi for at least 30 days preceding application.

Modifies journal deposit requirements for notaries to allow deposits with the circuit clerk of the county of either residence or employment (previously residence only).

Effective date: July 1, 2023.
