Establishes an independent Commission on Education and Economic Competitiveness to assess Mississippi's education and workforce development systems and develop a vision aligned with global best practices.

Commission shall provide initial legislative recommendations for the 2024 session and omnibus legislation recommendations for the 2025 session, with a plan for implementation of proposed legislation.

Commisson membership includes the State Superintendent of Education, House and Senate Education/Workforce Development/Appropriations committee leaders, higher education officials, business and industry representatives, teachers' associations, school boards, student and parent representatives, and others.

Commission leadership rotates annually: House and Senate Education Committee Chairmen serve as inaugural co-chairmen, followed by Workforce Development Committee Chairmen in year two and Appropriations Committee Chairmen in year three; cycle repeats with Vice Chairmen thereafter.

Commission shall conclude business by June 30, 2027 and dissolve July 1, 2027; members receive no compensation but may be reimbursed for mileage and expenses; funding shall be appropriated by the Legislature.
