Amends Mississippi Code Section 65-1-8 to expand the Mississippi Department of Transportation's authority to assist with utility removal and relocation projects on state highway rights-of-way.

Adds publicly owned gas districts and public water districts in limited population counties with populations of 30,000 or less to the list of entities eligible for MDOT cost assistance for removal and relocation of gas, water, and sewer lines.

Requires the Department of Transportation to pay the full cost and expense of such removal and relocation projects for qualifying districts, including any unpaid costs prior to July 1, 2023.

Effective date is July 1, 2023.
